Chicago Tonight full episode: Sept. 16, 2019

[♪♪♪]>>GOOD EVENING AND WELCOME TO “CHICAGO TONIGHT.” ON THIS MONDAY SEPTEMBER 16TH…>>CLEARLY THEIR TIME HERE HAS COME TO AN END.>>A LONGTIME SCRAP METAL RECYCLER REACHES A DEAL WITH THE CITY TO CLOSE-UP SHOP AT THE LOCATION NEXT TO LINCOLN YARDS AND MOVE OPERATIONS TO THE FAR SOUTH SIDE. THE REPRESENT REPARATIONS DEBATE IS HEADING TO CITY COUNCIL. AMAZON IS ADDING 400 JOBS TO THE CHICAGO OFFICE. A NEW BOOK TIES THE ASSENT OF PRESIDENT DONALD TRUMP TO THE EVOLUTION OF AMERICAN TELEVISION.>>HEAVENLY TIFFANY WINDOWS ON VIEW IN A HISTORIC CHICAGO MANSION.>>IS HIGHER EDUCATION FAILING AMERICA’S YOUNG PEOPLE? MEET A WRITER LOOKING FOR WAYS TO IMPROVE IT.>>BEAUTIFUL.>>WE RIDE ALONG WITH A CHICAGO BEEKEEPER WHOSE BUSINESS IS BUZZING THIS SEASON. AND A PROPOSED CONGESTION TAX FOR DRIVERS TRAVELING DOWNTOWN HAS SOME OF YOU PUMPING YOUR BRAKES. WE HEAR TOMORROW OF YOUR THOUGHTS IN TONIGHT’S VIEWER FEEDBACK. ALL THAT AND MORE NEXT ON “CHICAGO TONIGHT.” [♪♪♪]>>THANK YOU FOR JOINING US I’M BRANDIS FRIEDMAN. NOW WE’RE HEADING TO CAROL MARIN AND A DEBATE HEADING TO THE CITY COUNCIL. CAROL?>>BRANDIS, THANK YOU.>>NEW RESOLUTION ON REPARATIONS IS SCHEDULED TO BE INTRODUCED IN CITY COUNCIL THIS WEEK. THIS FOLLOWS THE INTRODUCTION OF A RESOLUTION IN CONGRESS THAT WOULD ALLOW A COMMISSION TO DEVELOP VARIOUS PROPOSALS ON HOW TO COMPENSATE THE DECENT ENDS OF AMERICAN SLAVES. REPARATIONS COULD BE CASH FROM THE GOVERNMENT. HOWEVER, 67% OF ALL AMERICANS ARE OPPOSED TO SUCH PAYMENTS ACCORDING TO A GALLOP POLL. HOWEVER 73% OF BLACK AMERICANS SAY THE GOVERNMENT SHOULD DO EXACTLY THAT. HERE TO TALK ABOUT THE CHICAGO RESOLUTION ALDERMAN RODERICK SAWYER OF THE SIXTH WARD AND THE CHAIRMAN OF THE CITY COUNCIL’S BLACK CAUCUS AND THE REPARATION BILL SPONSOR.>>FORMER CHAIRMAN.>>THANK YOU FOR THAT CORRECTION. AND NICK SPOSATO OF THE 38TH WARD WHO IS OPPOSED TO THE CITY PROVIDING CASH REPARATIONS. THANK YOU BOTH FOR BEING HERE. ALDERMAN SAWYER, WHAT DOES THIS PROPOSAL OF YOURS DO EXACTLY?>>TO BE EXACT THE PROPOSAL IS A RESOLUTION ASKING FOR US TO FORM A COMMISSION TO IMPLEMENT REPARATIONS FOR ENSLAVED AFRICANS THAT LIVE IN THE CITY OF CHICAGO. IT IS NOT ASKING FOR A CASH PAY OUT BUT HELP REPAIR WHAT HAS BEEN DONE TO ENSLAVED AFRICANS OVER THE CENTURIES THAT WE HAVE BEEN ENSLAVED FROM 1619, THE JIM CROW LAWS THE BLACK CODES ALL THE THINGS OPPRESSIVE TO BLACK PEOPLE ALL THIS TIME WE NEED HELP IN REPAIRING OURSELVES TO GET US BACK INTO THE MAINSTREAM AND BE PRODUCTIVE CITIZENS. EVERYTHING THAT GOES ON THAT WE TALK ABOUT, GOOD OR BAD, IF IT’S GOOD WE ARE AT THE BOTTOM OF THE PILE IF IT’S PAD WE ARE AT THE — BAD WE ARE AT THE TOP. AND WE NEED TO RIGHT THE WRONGS AND THEY ARE BASED ON THE EFFECTS OF SLAVERY.>>YOU FORM A COMMISSION THAT UNDERTAKES TO EXPLORE HOW TO ADDRESS THIS. BUT IT DOESN’T RULE OUT THE POSSIBILITY OF SOME SORT OF FINANCIAL BENEFIT PACKAGE OR CASH REPARATIONS, DOES IT?>>YES. I SENT A COPY OF THE RESOLUTION IN ADVANCE AND IT’S BASED ON THE FIVE PILLARS IMPLEMENTED UNDER THE NATIONAL PROGRAM AND I THANK COBRA AND PEOPLE THAT HAVE BEEN HELPFUL IN US FORMULATING THIS. BUT IT’S THE NON-REPETITION AND CESSATION. COMPENSATION, REHABILITATION THESE THINGS THAT ARE INVOLVED. IT’S NOT JUST MONEY. IT’S MUCH MORE THAN THAT.>>SO ALDERMAN NICK SPOSATO, WHERE DO YOU FALL ON THIS?>>WELL, IT’S NOT COMPENSATION BUT IT WILL TAKE MONEY TO DO ALL OF THOSE THINGS WE ARE IN FINANCIAL TROUBLE RIGHT NOW IN THE CITY. $83 A8 MILLION IN DEBT. SO WHERE ARE WE GOING TO GET THE MONEY TO PAY FOR THIS? THIS SHOULD NOT BE SOMETHING RESOLVED AT THE CITY LEVEL IT SHOULD BE A FEDERAL THING AND WHO IS ENTITLED TO IT. CAN SOMEBODY COME FROM A SUBURB AND MOVE TO CHICAGO NOW AND THEY ARE ENTITLED TO IT? THERE’S NOT THAT MUCH CLARITY FOR ME. IT WILL BE A MAJOR, MAJOR FINANCIAL BURDEN UPON THE CITY OF CHICAGO.>>ALDERMAN SAWYER WHAT ABOUT THAT?>>IT WILL BE A FINANCIAL PRICE TO PAY. THAT IS CORRECT. BUT I DON’T THINK IT IS A BURDEN IF IT’S RELIEVING SOME OF THE STRESSES WE HAVE INCURRED BECAUSE OF ENSLAVE. TO THE AFRICAN-AMERICAN CITIZENRY. WHAT HAS HAPPENED IS THE THINGS WE’RE TALKING ABOUT THAT CONTRIBUTE TO THE BUDGET OVERTIME FOR POLICE, MENTAL HEALTH SERVICES, THINGS THAT WE ARE HAVING TO PAY FOR. ADDITIONAL COPS I THINK WE CAN RESOLVE A LOT OF THAT IF WE CAN REPAIR WHAT IS GOING ON IN THE AFRICAN-AMERICAN COMMUNITY AND A LOT IS BASED ON THE ENSLAVE. OF US AND THE MINDSET THAT WE HAVE BOTH BLACK AND WHITE. I MEAN WE’RE JUST GETTING UNDER — EQUALITY RIGHT NOW BECAUSE BASED ON THE CIVIL RIGHTS THAT IS WHERE WE BECAME EQUAL. THAT WAS IN THE 60s. I WAS BORN AT THAT TIME. WE ARE 50 YEARS OUT OF THAT NOW WE ARE TALKING ABOUT EQUITY. AND I EQUATE THAT QUICKLY MY FRIEND NICK AND I — I RIGHT NOW WERE TO RUN A RACE. NICK IS IN A WHEELCHAIR I’M NOT FAST BUT I THINK I CAN BEAT NICK BUT WE ARE TWO DPRON GUYS WE STARTED AT THE SAME PLACE AND I CAN PROBABLY BEAT HIM RIGHT NOW. BUT THAT IS NOT FAIR IT IS NOT EQUITABLE. IT’S EQUAL BUT NOT EQUITABLE.>>THE ARGUMENT AND ALDERMAN I KNOW YOU HAD A CONVERSATION WITH OUR PRODUCER BEFORE YOU WENT ON AS DID YOU ALDERMAN SAWYER, ONE OF THE ARGUMENTS AND YOU ARE FRIENDS. BUT WHAT YOU POINT OUT ALDERMAN NICK SPOSATO IS THAT YOU CAME FROM A PROMINENT POLITICAL FAMILY. YOUR DAD WAS THE MAYOR. ALDERMAN NICK SPOSATO’S DAD HAD MANY STRUGGLES, RIGHT.>>RIGHT. LOVING PARENTS, LOVING DAD AND MOTHER AND FATHER BUT THEY FINANCIALLY STRUGGLED THEIR WHOLE LIFE.>>WHEN YOU LOOK AT THE GALLOP POLL THAT SAYS AN OVERWHELMING NUMBER OF ALL AMERICANS ARE OPPOSED TO THIS. HOW DO YOU SORT THIS OUT?>>FIRST OF ALL THIS WAS THE BIGGEST BLACK EYE ON AMERICA EVER I’M NOT TRYING TO ACT LIKE IT WAS OK. I MEAN IT WAS JUST A TRAGEDY. JUST THE THINGS THAT HAPPENED WHEN I READ BOOKS AND WATCH MOVIES ABOUT WHAT HAPPENED IT’S HARD BEYOND COMPREHENSION THAT A HUMAN BEING CAN DO SOMETHING LIKE TO ANOTHER. IF PEOPLE ARE FOR THIS MY SOLUTION IS LET’S LET THE PEOPLE PAY FOR IT THAT WANT TO DO IT. MAYBE YOU CAN PAY EXTRA MONEY FOR TAXES. MAYBE BUSINESSES WILL SAY WE SUPPORT THIS AND WE FEEL WE MADE MONEY OFF THE SLAVES IN THE PAST AND THEY ARE WILLING TO PAY FOR IT. IF THAT IS THE CASE –>>YOU ARE AGAINST TAXPAYER MONEY.>>AGAINST TAXPAYER DOLLARS PAYING FOR THIS.>>AND THE REASON THAT NICK STATE SECOND THE REASON WE SHOULD HAVE A CONVERSATION ABOUT IT. THAT EXACT REASON HOW DO WE PAY FOR IT? I’M NOT SAYING I HAVE ALL OF THE ANSWERS. THE FIRST VARRATION OF OUR ORDINANCE WAS CRITICIZED AND IT WASN’T CONSISTENT WITH WHAT THEY BELIEVED IN AND WHAT THEY’VE ADVOCATED FOR. SO THEY ASSISTED NEWS CRAFTING A BILL THAT IS SIMILAR TO HR40, THE FEDERAL RESOLUTION, WHICH THE STATE HAS EMBRACED AND THE CITY HAS IN EARLY 2000’S. WE CAME UP WITH A SLAVERY DISCLOSURE ORDINANCE IN 2002. BUT THE BOTTOM LINE IS WE HAVE NOT GONE FAR ENOUGH TO TALK ABOUT A FULL CONVERSATION ABOUT REPARATIONS. THAT IS ALL I WANT TO DO RIGHT NOW. LET’S TALK ABOUT WHAT IT LOOKS LIKE AND SEE IF WE CAN DO IT AND PAY FOR IT IF WE STATE OR NATIONAL HELP. BUT IT WILL NEVER HAPPEN IF WE DON’T START THE CONVERSATION.>>DO YOU DISAGREE WITH THAT?>>NO. I DISAGREE WITH THE CITY PAYING FOR IT, WHO IS ELIGIBLE. SOMEBODY THAT IS BI RACIAL ARE THEY ELIGIBLE? WHERE DO WE DRAW THE LINES? I’M NOT SURE ABOUT IT. BUT I JUST GOVERNMENT MONEY PUBLIC MONEY PAYING FOR SOMETHING LIKE THIS, I JUST –>>AGAIN PART OF THE CONVERSATION.>>DO YOU DISAGREE WITH THE NOTION THAT THE LEGACY OF SLAVERY HAS EXPECTED ALL THE WAY UNTIL — EXTENDED ALL THE WAY UNTIL NOW WITH THE WAY OF BLACK UNEMPLOYMENT, BLACK INCARCERATION.>>BLACK UNEMPLOYMENT IS THE LEAST AMOUNT THAN IT’S BEEN IN AMERICA.>>COMPARED TO WHITE EMPLOYMENT.>>IT’S STILL VERY, VERY HIGH IN CERTAIN AREAS OF THE CITY. ENGLEWOOD COULD BE AS HIGH AS 40% UNEMPLOYMENT. AND IT IS AND, I THINK A DIRECT CAUSE OF THE ENSLAVE. OF PEOPLE OF AFRICAN DECENT.>>ARE YOU VOTING AGAINST THE RESOLUTION?>>I WILL TELL MY FRIEND I’M AGAINST IT AND HE WILL SAY I DON’T THINK IT WILL BE 49-1. ONCE HE DOES IT, I’M SURE IT IS NOT GOING TO BE A ROLL CALL.>>I’M NOT GOING TO BE BANGING MY SESSION AND STARTING TO FIGHT WITH MY FRIENDS UNLESS SOMEBODY TRIES TO PICK A FIGHT WITH ME. I’M NOT EXPECTING BIG WAR WITH EACH OTHER.>>WE HAVE A ROBUST ENOUGH CONVERSATION WHERE I CAN GET NICK TO UNDERSTAND WHY IT’S IMPORTANT. AND THAT IS WHAT I’M HOPING FOR.>>THOSE FEEL THIS KIND OF DEBATE COULD WIDEN THE DIVIDE AS OPPOSED TO CLOSE THE DIVIDE. BECAUSE IT MIGHT POLARIZED THE SIDES FURTHER.>>THERE IS A WEDGE BETWEEN BLACKS AND WHITES MORE NOW WITH SOMETHING LIKE THIS THAN IT’S EVER BEEN.>>AND I THINK THE OPPOSITE. I THINK REPRESSING IT IS GOING TO MAKE IT WORSE. SO I THINK THAT WE NEED TO TALK ABOUT IT. I THANK Dr. WILLSON WHO IS BRINGING IT TO THE FOREFRONT.>>WILLSON WHO RAN FOR MAYOR.>>YES. BUT CAM HOWARD I WANT TO SAY A SPECIAL THANK YOU TO HIM BECAUSE HE HELPED ME UNDERSTAND HOW FOR THE LAST 120 YEARS WE HAVE BEEN TALKING ABOUT REPARATIONS AND WE STILL HAVE NOT SCRATCHED THE SURFACE YET.>>WHAT SEEMS TO ME IS THERE IS DISAGREEMENT WITHIN THE REPARATIONS COMMUNITY. YOU HAD ONE IDEA AND THEY HAVE HAD OTHERS AND THAT ISN’T A HOE MORNING NOWS POINT OF VIEW.>>ONCE I STARTED TALKING TO REPRESENTATIVES ONE THING THEY DID INFORM ME, ITALIANS GOT REPARATIONS IN THE UNITED STATES.>>I AM ITALIAN AND MY FAMILY HAD IT ROUGH AND I WANT TO MAKE IT CLEAR I HAVE THE UTMOST RESPECT FOR ALDERMAN SAWYER AND Dr. WILLSON ALSO.>>THIS WILL GO TO A VOTE FOR THE RESOLUTION ON WEDNESDAY?>>NO. IT JUST GETS INTRODUCED ON WEDNESDAY AND I’M EXPECTING US TO HAVE VIGOROUS DEBATE AND CONVERSATION ABOUT IT AGAIN. I’M HOPING TO HAVE MY GOOD FRIEND AND I TALK TO HIM ABOUT THIS AND TALK ABOUT THE ITALIAN REPARATIONS THAT OCCURRED IN THE 1890s. AND I DID COME FROM A WONDERFUL FAMILY AND I DO REMEMBER THIS WHEN I WAS A KID EARLY MID-1960s WHERE WE HAD TO SIT DOWNSTAIRS NOT IN THE MAIN DINING ROOM WHERE MY FATHER TRIED TO TAKE US OUT TO EAT DINNER. THIS HAPPENED IN MY LIFETIME. THE CONVERSATION IS NOT OVER. AND WE’VE GOTTEN BETTER FROM THINGS LIKE THAT IN THE PAST WITH CAFETERIAS WHAT WENT ON AND THE WATER FOUNTAINS AND THE POOLS. SO WE’VE OVERCOME A LOT OF THAT STUFF.>>BUT WE ARE NOT FINISHED.>>THIS DISCUSSION HAS BEGUN. ALDERMAN SAWYER, ALDERMAN NICK SPOSATO THANK YOU FOR BEING ON “CHICAGO TONIGHT.” MUCH MORE AHEAD. STAY WITH US.>>THE CITY’S REACTING TO WHAT SOME ARE CALLING A PUBLIC HEALTH CRISIS. AMANDA VINICKY HAS THAT STORY AND MORE OF WHAT IS MAKING NEWS IN CHICAGO TONIGHT. AMANDA?>>BRANDIS, CHICAGO MAYOR LORI LIGHTFOOT IS CALLING FOR A BAN OF ALL FLAVORED ELECTRONIC CIGARETTE PRODUCTS. CRITICS SAY CHERRY, CINNAMON AND BUBBLE GUM ENTICE YOUTH AT LEAST ONE ALDERMAN RAYMOND LOPEZ WANTS TO GO FURTHER. HE IS INTRODUCING A PLAN THAT WOULD FORBID ALL SALES OF E-CIGARETTES AND CARTRIDGES. THE CRACKDOWN COMES AFTER A STRING OF VAPING RELATED ILLNESSES. CRITICS SAY VAPING IS A SMARTER ALTERNATIVE FOR SMOKERS THAN REGULAR CIGARETTES. FOR MORE VISIT OUR WEBSITE.>>A POLITICAL CONSULTANT OWES THE CITY $25,000 FOR FAILING TO REGISTER AS A LOBBYIST. ACCORDING TO AN AFT UNCOVERED BY “THE SUN TIMES”, HE GAVE VIAGRA AND ARRANGED MASSAGE PARLOR VISITS FOR DANNY SOLIS. WHILE AT THE SAME TIME ASKING SOLIS TO HELP A CLIENT A STREET SWEEPING COMPANY. THE BOARD OF ETHICS DETERMINED THAT COUNTS AS UNREGISTERED LOBBYING AND FINED $25,000. SOLIS DID NOT RUN FOR REELECTION AND UNDER THE RADAR SINCE.>>>GAMBLING REGULATORS SAY ILLINOIS LEGISLATORS SHOULD GO BACK TO THE DRAWING BOARD ON TERMS FOR A CHICAGO CASINO. THAT IS AFTER A STUDY LAST MONTH FOUND THE TAX STRUCTURE LAWMAKERS DESIGNED FOR A FUTURE CASINO IS SO HIGH THE DEVELOPERS WILL NOT BE ABLE TO MAKE A PROFIT. TODAY MEMBERS OF THE ILLINOIS GAMING BOARD VOTED TO RECOMMEND THE STATE LEGISLATURE MODIFY THE TERMS OF A FUTURE CHICAGO CASINO BUT THEY GAVE NO INSIGHT HOW IT SHOULD CHANGE.>>>THE FEDERAL COMMUNICATIONS COMMISSION HAS GIVEN THE ALL CLEAR FOR NEXSTAR TO BUY THE TRIBUNE MEDIA GROUP AFTER AN EARLIER BID BY SINCLAIR WAS CANCELED. WGNTV AND RADIO WILL FOR THE FIRST TIME NO LONGER BE OWNED BY A CHICAGO COMPANY. AS FOR THE WEATHER EXPECT SOME FOG LATE TONIGHT OTHERWISE MOSTLY CLOUDY WITH A LOW AROUND 63. AND MORE FOG EARLY TOMORROW MORNING THEN PARTLY SUNNY SKIES WITH A HIGH NEAR 78. AND NOW, BRANDIS BACK TO YOU.>>AMANDA, THANK YOU.>>STILL TO COME ON “CHICAGO TONIGHT”, A NEW BOOK BY “THE NEW YORK TIMES” CHIEF TELEVISION CRITIC LINKS PRESIDENT TRUMP’S ASSENT WITH THE EVOLUTION OF AMERICAN TELEVISION. TIFFANY TREASURES THAT FOCUS ON THE SPIRITUAL IN A HISTORIC CHICAGO HOME. AND RIGHT NOW, WE’RE GOING TO GO TO PARIS SCHUTZ. AFTER DOZENS OF HURDLES THE CONTROVERSIAL LINCOLN YARDS PROJECT AND RELATED $1.3 BILLION TIF IS A DONE DEAL. THAT IS BECAUSE THE STATE COURT JUDGE THREW OUT A LAWSUIT ATTEMPTING TO STOP IT. WHILE THAT MOVES FORWARD ANOTHER PIECE OF INDUSTRIAL PROPERTY NEXT TO LINCOLN YARDS IS ABOUT TO BECOME THE NEXT FRONT IN THE BATTLE OVER REDEVELOPMENT. THE ENVIRONMENT AND THE DISCREPANCIES BETWEEN THE NORTH AND SOUTH SIDES. PARIS SCHUTZ REPORTS.>>GENERAL IRON IS A SCRAP METAL RECYCLING COMPANY THAT IS OPERATED ALONG THE NORTH BRANCH OF THE CHICAGO RIVER NEAR CORTLAND AND CLYBOURN FOR 60 YEARS. IT SLEDS AND SHREDS AND RECYCLES 75 TO,000 TONS OF METAL EACH YEAR. GENERAL IRON PERFORMS A VALUABLE ENVIRONMENTAL SERVICE FOR THE CITY.>>THIS MATERIAL THAT DOES THROUGH THE METAL SHREDDER HERE ENDS UP BEING USED IN MANUFACTURING NEW METAL PRODUCTS AND GOODS LIKE AUTOMOBILES AND RAW IRON AND STEEL PRODUCTS THAT WE USE EVERYDAY. AND IT SAVES ENERGY AND NATURAL RESOURCES IN THAT PROCESS WHILE AVOIDING PUTTING ALL THIS MATERIAL IN LANDFILLS.>>THE COMPANY IS THE LAST VESTIGE OF AN INDUSTRIAL PAST TUCKED BETWEEN THE TONY NEIGHBORHOODS OF LINCOLN YARDS AND BUCKTOWN. IT HAS HAD A CONTENTIOUS RELATIONSHIP WITH SOME NEIGHBORS WHO COMPLAINED ABOUT AIR POLLUTION FROM DUST AND PARTICULATE MATTER. THIS WEEKEND, SECOND WARD ALDERMAN BRIAN HOPKINS COLLECTED FLUFF WHICH HE SAYS IS A TOXIC TUMBLE WEED OF CARCINOGENIC SUBSTANCES EMITTED FROM GENERAL IRON.>>IT IS A HEALTH HAZARD TO THE NEIGHBORHOOD AND IMPROVEMENTS HAVE BEEN MADE IF YOU ARE EMITTING LESS TOXIC MATERIAL THAN YOU WERE IS IT A GLASS HALF FULL? YOU ARE STILL EMITTING TOXIC MATERIAL.>>THE LIGHTFOOT ADMINISTRATION FINALIZED A DEAL FOR GENERAL IRON TO CLOSE BY THE END OF NEXT YEAR AND IMPOSES NEW ENVIRONMENTAL REGULATIONS ON THE COMPANY. GENERAL IRON INSTALLED A $2 MILLION REGENETIC THERM NATIONAL OXYDIESER WHICH REDUCES THE EMISSIONS OF COMPOUNDS BY 98% AND LETS OUT WATER VAPOR. IT’S IN COMPLIANCE WITH ALL EPA STANDARDS OF PARTICULATE MATTER AND LEAD EMISSION BUT THE COMPANY SAYS NO SYSTEM IS 100% FAILSAFE.>>OBVIOUSLY WE CAN’T CONTROL ALL OF THE DUST AND SOME DUST LEAVES. DUST IS NOT THE SAME AS WHAT THE BIGGER CONCERNS ARE WITH PARTICULATE MATTER AND METAL PRODUCTS AND ORGANIC COMPOUNDS AND THOSE WE HAVE UNDER CONTROL AND MEET AND EXCEED EPA REQUIREMENTS IN THOSE AREAS.>>HOPKINS SAY THE CITY CAN SHUT THE PLANT DOWN AT ANY TIME IF IT FALLS OUT OF COMPLIANCE. HOPKINS AND LINCOLN PARK ALDERMAN MICHELE SMITH WILL NOT BE SAD TO SEE THE PLANT GO. SMITH SAYS THE CITY MISSED OUT ON AN OPPORTUNITY TO TURN THE LAND INTO A PUBLIC PARK WHEN DEVELOPER STERLING BAY WON APPROVAL TO BUILD THE LINCOLN YARDS DEVELOPMENT BUT SAYS THE CITY HAS A SECOND CHANCE WITH THE GENERAL IRON SITE.>>THE CITY NEEDS TO DECIDE WHETHER IT WANTS TO HAVE MORE DEVELOPMENT IN ONE OF THE MOST CONGESTED AREAS OF THE CITY OR WHETHER OR NOT WE WANT TO USE OUR CITY RESOURCES TO CREATE A TRUE PUBLIC BENEFIT. THIS 24-ACRE NORTH BRANCH PARK AND PRESERVE.>>GENERAL IRON IS BEING SOLD TO ANOTHER RECYCLER RMG. IT WILL FOLLOW THE FATE OF FINKEL STEEL AND MOVE TO THE SOUTH SIDE ALONG THE CAL MUTT RIVER. IT WILL BE LOCATED HERE AT A RECYCLING FACILITY OWNED BY RMG IT’S SETBACK A QUARTER OF A MILE FROM THE ROAD. THE COMPANY IS VOWING A NEW STATE-OF-THE-ART FACILITY WHERE ALL THE METAL SHREDDING IS DONE INDOORS.>>WHAT IS ON CLYBOURN IS NOT COMING TO THE 10TH WARD. THEY ARE ACTUALLY GOING TO BE MAKING RMG IS GOING TO BE MAKING AN EXISTING FACILITY BETTER.>>SUSAN SADLOWSKY-GARZA SAYS SHE APPROVES OF THE COMPANY’S MOVE INTO HER WARD. EVEN THOUGH THE AREA HAS FACED A GLUT OF ENVIRONMENTAL PROBLEMS FROM OTHER INDUSTRIAL PLANTS.>>WE HAVE TO RECYCLE. AM I HAPPY THAT IT’S COMING HERE? I’M HAPPY THAT WE GOT THE RESTRICTIONS WE NEED TO MAKE SURE THAT OUR RESIDENTS ARE SAFE.>>THAT IS NOT GOOD ENOUGH FOR SOME RESIDENTS LIKE PEGGY SALAZAR WHO HEADS UP THE SOUTHEAST SIDE ENVIRONMENTAL TASK FORCE. SHE SAYS THE MOVE FOLLOWS A FAMILIAR PATTERN. WHILE THE NORTH SIDE GETS SHOWERED WITH TIF PROJECTS AND NEW PARKS THE SOUTH SIDE GETS THE SCRAPS.>>DON’T SEND US A BUSINESS NOBODY ELSE WANTS. IT’S CLEAR THAT THE ALDERMAN HOPKINS DID NOT HAVE CONFIDENCE. OTHERWISE HE WOULD HAVE ALLOWED THEM TO STAY.>>BUT GENERAL IRON AND RMG SAY THE NEW SITE IS TAILOR MADE FOR THEIR FACILITY. THOUSANDS OF FEET FROM RESIDENTIAL AREA AND INVESTMENT IN A NEIGHBORHOOD THAT SORELY NEEDS IT. AND THE COMPANIES SAY THAT ALL OF THE 100 EMPLOYEES THAT WORK AT THE GENERAL IRON PLANT ARE OFFERED JOBS AT THE NEW PLANT ON THE SOUTH SIDE AND GARZA HAS BEEN ASSURED THEY WILL BE UNION JOBS.>>WHY IS THE COMPANY MOVING?>>A FEW YEARS AGO THIS INDUSTRIAL CORRIDOR ALONG CHICAGO RIVER ON THE NORTH SIDE WAS REZONED FROM INDUSTRIAL TO RESIDENTIAL AND BUSINESS AND COMMERCIAL SO THAT LINCOLN YARDS COULD BE BUILT. SO GENERAL IRON SAYS WE ARE SEEING THE WRITING ON THE WALL WE ARE GOING TO PACK UP SHOP AND GO WHERE IT’S APPROPRIATE TO HAVE INDUSTRIAL SPACE.>>AND HOW WOULD THE CITY GO ABOUT ACQUIRING THE LAND?>>IT CAN BE 100-200 MILLION. GENERAL IRON OWNS THE LAND AND WE NEED TO MAKE THIS INTO A PARK. THEY COULD PURCHASE IT. WITH SOME OF THAT TIF MONEY OR ALDERMAN SMITH SAYS THEY CAN GO TO COURT AND SEIZE THE LAND AND PAY FAIR MARKET VALUE IN AN EMINENT DOMAIN DEAL. THE OWNER WANTS THEM TO GET WHAT THEY CAN GET AND HAVE PEOPLE BID FOR THE LAND BECAUSE IT’S VALUABLE.>>THANK YOU.>>AND STILL TO COME ON “CHICAGO TONIGHT”… A NEW BOOK BY “THE NEW YORK TIMES” CHIEF TELEVISION CRITIC LINKS PRESIDENT TRUMP’S ASSENT WITH THE EVOLUTION OF AMERICAN TELEVISION.>>>TIFFANY TREASURES THAT FOCUS ON THE SPIRITUAL IN A HISTORIC CHICAGO HOME.>>>IS THE HIGHER EDUCATION SYSTEM FAILING LOW INCOME STUDENTS AND STUDENTS OF COLOR? ONE EDUCATION JOURNALIST ON HOW COLLEGES MAKES OR BREAKS YOU.>>>WE MEET A CHICAGO BEEKEEPER WHOSE BUSINESS MODEL IS BUZZING. AND VINYL RECORDS ARE MAKING A COMEBACK AND FOR THE FIRST TIME IN 30 YEARS THEY ARE BEING MADE IN CHICAGO. WE HEAR YOUR THOUGHTS ON THEIR RETURN.>>FIRST THE TOP BUSINESS HEADLINES FROM CRAIN’S HERE IS ANN DWYER.>>BRANDIS, AMAZON IS ROUGHLY DOUBLING THE NUMBER OF EMPLOYEES IN THE LOOP OFFICE. THEY ARE ADDING 400 NEW JOBS AND 70,000 SQUARE FEET OF NEW SPACE. BUT THESE ARE NOT WAREHOUSE JOBS WE ARE TALKING ABOUT. THEY ARE NEW HIRES THAT WILL WORK IN CLOUD COMPUTING, ADVERTISING AND BUSINESS DEVELOPMENT. THERE ARE CURRENTLY MORE THAN 400 EMPLOYEES AT AMAZON CHICAGO OFFICE AT 227 WEST MONROE STREET SUPPORTING THE COMPANY’S WEB SERVICES, ADVERTISING, TRANSPORTATION AND OPERATIONS UNITS. THE NEW CHICAGO JOBS ARE AMONG MORE THAN 30,000 POSITIONS AMAZON IS WORKING TO FILL NATIONWIDE.>>>AFTER YEARS OF LEGAL BATTLES, UNITED AIRLINES AND EXPEDIA HAVE CALLED A TRUCE IN THE FEUD OVER ON-LINE TICKET SALES. THE AGREEMENT ENDS A STANDOFF IN WHICH THE AIRLINE HAD THREATENED TO WITHDRAW FROM ONE OF THE INTERNET LARGEST TRAVEL SELLERS. UNITED SAID IT WOULD WITHHOLD FARE DATA, DISCLOSED THAT THE TWO PARTIES WERE DISCUSSING A NEW CONTRACT. THE DEAL ANNOUNCED TODAY COVERS AN UNDISCLOSED PERIOD OF TIME. AIRLINES AND TICKET SELLERS HAVE TUSSLED FOR YEARS OVER COSTS AS THE LINES SOUGHT TO SELL-OFF MORE TICKETS DIRECTLY TO CUSTOMERS.>>AND CHICAGO-BASED CRESCO LABS ONE OF THE LEADERS IN THE GROWING CANNABIS INDUSTRY TODAY ANNOUNCED PLANS TO ACQUIRE A COMPANY WHICH OWNS AMONG OTHER THINGS, THE BUSIEST MARIJUANA DISPENSARY IN LAS VEGAS. CRESCO IS PAYING $227 MILLION IN STOCK AND $55 MILLION IN CASH TO PURCHASE TRYKE COMPANIES DRAMATICALLY EXPANDING ITS PRESENCE IN NEVADA ONE OF THE FASTEST GROWING RECREATIONAL MARIJUANA MARKETS IN THE COUNTRY. FOR CRAIN’S CHICAGO BUSINESS AND CHICAGOBUSINESS.COM I’M ANN DWYER. BACK TO YOU.>>THANK YOU.>>TO AMANDA VINICKY AND THE CHIEF “NEW YORK TIMES” TELEVISION CRITIC.>>WHAT IS THE BEST LENS FOR WHICH TO UNDERSTAND PRESIDENT DONALD TRUMP ISN’T POPULOUS POLITICS OR PERCEIVED BUSINESS PROWESS BUT THE NATURE AND EVOLUTION OF AMERICAN TELEVISION. THAT’S THE PREMISE OF A BOOK BY “THE NEW YORK TIMES” CHIEF TELEVISION CRITIC JAMES PONIEWOZIK. IT’S CALLED, “AUDIENCE OF ONE: DONALD TRUMP, TELEVISION AND THE FRACTURING OF AMERICA”. THANK YOU AND WELCOME TO “CHICAGO TONIGHT.” YOU WRITE IN YOUR BOOK THAT DONALD TRUMP THAT AMERICA KNOWS IS A CHARACTER. THAT HE WASN’T A BUSINESSMAN. HE PLAYED ONE ON TV. WHAT DO YOU MEAN BY THAT?>>I MEAN HIS ENTIRE ADULT PUBLICA REAR, TELEVISION, IMAGE, CELEBRITY HAS BEEN THE POINT OF DONALD TRUMP. HE SAID EARLY IN HIS BUSINESS CAREER, I’M GOING TO GO INTO REAL ESTATE BUT I WILL BRING SHOW BUSINESS INTO REAL ESTATE. AND THAT HAS BEEN BEFORE THE CAMPAIGN, BEFORE FOX NEWS, AND BEFORE THE APPRENTICE. THE BIG ENTERPRISE THE BIGGEST THING HE EVER CONSTRUCTED WAS THE PERSONA OF DONALD TRUMP THE CHARACTER. WHICH HE DID BY MAKING HIMSELF A UBIQUITOUS PRESENCE IN THE TABLOIDS AND THE TALK SHOWS AND THE MEDIA GENERALLY.>>HE BUILT TRUMP TOWER BUT BUILT HIS REPUTATION ABOVE IT. THE BOOK PINS THE EVOLUTION OF PRESIDENT TRUMP TO THE EVOLUTION OF AMERICAN TV. WHAT IS A STANDOUT MOMENT THAT HELPS EXPLAIN THAT?>>YOU KNOW, THE BOOK IS REALLY TWO STORIES: IT’S HOW DONALD TRUMP CREATED HIMSELF AS A CHARACTER AND HOW WE GOT TO THE POINT WHERE SOMEBODY LIKE DONALD TRUMP THE HOST OF THE APPRENTICE COULD GET ELECTED PRESIDENT AND THAT IS –>>PEOPLE WOULD NOT HAVE IMAGINED.>>YEAH. AND THAT IS A JOURNEY FROM BASICALLY HIS EARLY DAYS AS A PUBLIC FIGURE TO THE FRAGMENTED NICHE MEDIA ERA IN WHICH HE RAN FOR PRESIDENT AND WON. AND ONE THING THAT STRUCK ME WHEN I WAS RESEARCHING THE BOOK I CAME ACROSS AN OLD INTERVIEW WITH RHONA BARRETT IN 1980 AND SHE WAS THE GOSSIP COLUMN THE FIRST PERSON TO ASK WOULD YOU RUN FOR PRESIDENT? AND HE SAID NO. IN THE ERA OF TELEVISION, SOMEBODY WHO MIGHT BE A CONTROVERSIAL FIGURE COULD NEVER WIN BECAUSE TV FAVORS SOMEBODY WITH A BIG SMILE AND JUST A FACE. AND THE THING WAS HE WAS NOT WRONG AT THE TIME. TELEVISION ITSELF HAD TO CHANGE A LOT BEFORE IT COULD GET TO THE POINT WHERE A POLARIZING COMBATIVE FIGURE COULD BECOME A FIGURE IN TELEVISION AND USE THAT AS A SPRINGBOARD TO POWER.>>WE FOCUS ON THE CHANGING POLITICS YOU’RE FOCUSING ON THE CHANGE IN TELEVISION AND TELEVISION HABITS.>>ABSOLUTELY.>>HOW MUCH OF DONALD TRUMP’S APPROACH TO TV TO THE MEDIA, WAS CALCULATED? HOW MUCH OF IT WAS SHEAR LUCK?>>I THINK A LOT IS INSTINCT. HE THINKS LIKE A TELEVISION CAMERA. WHICH IS TO SAY AND THIS IS YOU KNOW, ABSOLUTELY A TALENT AND A SKILL. HE KNOWS WHAT IT IS THAT PRESSES THE MEDIA’S BUTTONS AND GETS ATTENTION ON HIM. CONTROVERSY, CONFRONTATION, A SORT OF SWAGGERING ENTERTAINING FIGURE WHICH HE WAS DOING WAY BACK IN THE 80s THAT WAS HIS PERSONA. I DON’T THINK THAT HE HAD A GRAND SCHEME TO RISE FROM SON OF A NEW YORK REAL ESTATE DEVELOPER TO PRESIDENT OF THE UNITED STATES NECESSARILY. BUT I THINK THAT HE DID ALWAYS HAVE A SENSE OF CHASING THE SPOTLIGHT AND MOVING THAT TO SOMETHING BIGGER AND HAD THE INTUITION IN A TELEVISION CULTURE IT’S MUCH MORE IMPORTANT TO APPEAR LIKE A THING THAN TO BE THAT THING. TO APPEAR LIKE PEOPLE’S MENTAL IMAGE OF THIS IS WHAT A FABULOUS RICH GUY LOOKS LIKE AND NECESSARILY TO BE THE MOST SUCCESSFUL BUSINESSMAN IN NEW YORK.>>THE IMAGE. TV NEED PRESIDENT TRUMP OR DOES TRUMP NEED TV? WHO IS USING WHO?>>IT IS A MUTUALLY BENEFICIAL RELATIONSHIP. TELEVISION GIVES HIM ATTENTION AND MATERIAL. IT MADE HIM POSSIBLE BASICALLY. AND HE GIVES IT RATINGS. AND YOU SAW THAT PLAY OUT OBVIOUSLY TODAY. BUT IN HIS CAMPAIGN. WHEN YOU WOULD HAVE CABLE NEWSNET WORKS SHOWING THE EMPTY PODIUM BECAUSE HE WAS A GOLDMINE FOR THEM. THE NEWS WAS BREAKING ANYTIME THAT HE OPENED HIS MOUTH. AND THAT IS WHAT CABLE NEWS NEEDS. IT NEEDS CONSTANT EXCITEMENT. IT NEEDS TO TELL PEOPLE THERE IS NEWS EVEN WHEN THERE IS NOT NEWS.>>BREAKING NEWS, BREAKING NEWS, CONSTANTLY.>>EXACTLY. AND HE WAS BREAKING NEWS BY SORT OF BREAKING THE POLITICAL RULES.>>IN READING THIS BOOK, IT SEEMS TO ME YOU ARE NOT PARTICULARLY FOND OF TRUMP REFERRING TO HIM AS A NARCISSIST, A PEACOCK. DID YOU TRY TO TALK TO HIM FOR THIS BOOK?>>I INTERVIEWED HIM — THIS IS A BOOK OF CULTURAL CRITICISM. I APPROACH IT AS A CRITIC DOING RESEARCH AND WATCHING ARCHIVAL TAPES AND SO FORTH. SO YOU KNOW I DID NOT CONTROVERSY THE HIDDEN APPRENTICE TAPES. I DID INTERVIEW DONALD TRUMP IN ANOTHER LIFE WHEN HE WAS LAUNCHING THE APPRENTICE IN 2003 WHEN IT WAS GOING TO START IN 2004. AND AT THE TIME IT WAS A VERY DIFFERENT IMPRESSION BECAUSE I GOT THIS IMAGE OF HIM AS AT THE TIME HE WAS A CELEBRITY. LAUNCHING A PRODUCT WHO WANTED PEOPLE TO LIKE HIM AND NOSTALGIA FIGURE AND YET YOU COULD SEE A LOT OF THE PRESIDENT TRUMP THAT WE SEE. HARD TO KEEP ON TOPIC. VERY INTERESTED WITH IMPRESSING YOU AND INTERESTED IN IMAGE. NO, I WAS APPROACHING REALLY NOT THE PERSON DONALD TRUMP BUT THE CHARACTER DONALD TRUMP WHO IN MANY WAYS HAS BEEN MORE CONSEQUENTIAL.>>AND PERHAPS THEY ARE ONE IN THE SAME IT’S HARD TO TELL?>>I DON’T KNOW IF HE KNOWS THE DIFFERENCE AT THIS POINT.>>DID TRUMP WIN THE 2016 ELECTION BY TREATING IT LIKE IT WAS A REALITY TV SHOW?>>ABSOLUTELY. I MEAN AT LEAST THAT WAS A BIG PART OF IT. THERE WERE CULTURAL AND POLITICAL FACTORS. SO MANY FACTORS BUT JUST ONE THING THAT YOU CAN APPLY IS THAT WHEN HE STARTED THE REPUBLICAN CAMPAIGN WHICH LIKE THE DEMOCRATIC CAMPAIGN STARTED OFF WITH A HUGE FIELD, 16, 17 PEOPLE HE RECOGNIZED WHAT IS THAT? THAT IS THE SIZE OF AN APPRENTICE CAST AND REALIZED THIS IS A REALITY TV ELIMINATION COMPETITION AND THE WAY YOU SCHEDULE IS THAT YOU START FIGHTS. YOU GET ATTENTION BECAUSE THE WORST THING THAT CAN HAPPEN IS TO JUST GET EDITED OUT OF THE STORY. SO WHEN THE PUNDITS WOULD BE SEEING HIM LAUNCH SOME EGREGIOUS ATTACK ON THE STAGE THEY SAY WHY IS HE GETTING IN THE FIGHT. IN REALITY TV NO FIGHT IS POINTLESS BECAUSE THE FIGHT SHOWS THAT YOU ARE A FIGHTER AND IT WORKED VERY, VERY WELL.>>AND THE FIGHT GETS THE CAMERAS FOCUSED ON YOU.>>IT KEEPS THE RED LIGHT ON YOU, YES.>>IS THE TRUMP MEDIA PLAYBOOK NOW THE NEW NORM FOR PRESIDENTIAL CANDIDATES?>>I DON’T THINK THAT ANYBODY WHO WANTS TO GET ELECTED PRESIDENT HAS TO BE DONALD TRUMP. HE IS A UNIQUE FIGURE IN MANY WAYS. A LONGTIME CELEBRITY WHO ENTERED POLITICS. BUT I THINK THAT THE CIRCUMSTANCES THAT CREATED DONALD TRUMP ARE NOT GOING AWAY. YOU KNOW, TELEVISION AND THE ELECTRONIC MEDIA THEY ARE THE NERVOUS SYSTEM OF OUR SOCIETY HOW WE COMMUNICATE TO EACH OTHER. AND LIKE IT OR NOT, EVEN IF YOU HAVE GREAT POLICIES AND GREAT PLANS AND NOBLE IDEAS AND PURPOSES YOU HAVE TO FIGURE OUT HOW TO GET ATTENTION AND TO TELL A STORY THAT HITS PEOPLE ON A GUT LEVEL. AND YOU KNOW, GET THE SPOTLIGHT BECAUSE THAT IS HOW YOU MAKE YOURSELF THE PROTAGONIST OF THAT STORY THAT IS THE ELECTION.>>AND THIS BOOK ISN’T JUST ABOUT TRUMP AS YOU SAID. IT’S THE HISTORY OF AMERICAN TELEVISION. WHAT IS THE NEXT CHAPTER OF TV LOOK LIKE?>>IT LOOKS LIKE A LOT MORE IN A LOT MORE PLACES, IT’S GOING TO BE — WE’VE ENTERED THE STREAMING ERA AND AT SOME POINT YOU WILL GET IT DOWNLOADED INTO YOUR BRAIN I ASSUME.>>AND THE LAST QUESTION, BESIDES “CHICAGO TONIGHT” WHAT ELSE SHOULD VIEWERS BE WATCHING THIS FALL?>>I ABSOLUTELY LOVE THE NEW SHOW ON AMAZON CALLED UNDONE. THIS WONDERFULLY ANIMATED ADULT DRAMA WHICH I SUGGEST THAT PEOPLE WATCH WHEN IT COMES BACK.>>TWO RECOMMENDATIONS THERE FROM JAMES PONIEWOZIK. THANK YOU FOR JOINING US ON “CHICAGO TONIGHT”.>>THANK YOU SO MUCH FOR HAVING ME.>>AGAIN, THE BOOK IS CALLED, “AUDIENCE OF ONE: DONALD TRUMP, TELEVISION AND THE FRACTURING OF AMERICA”. GREAT TO BE HERE.>>VARSITY BLUES OTHER DEFENDANTS LORI LOUGHLIN AND HER HUSBAND THEY THINK WHAT THEY DID WAS NOT WRONG AND THEY ARE FIGHTING IT. ARE OTHER PARENTS WHO FEEL SIMILARLY?>>YES. THESE PARENTS CROSSED THE LINE ASSUMING WHAT THEY ARE ACCUSED OF THEY DID. BUT I FEEL WHEN I READ THE F.B.I. WIRETAPS OF THE PARENTS WHO STRUCK ME WAS THAT THEY DIDN’T SOUND LIKE THEY WERE IN THE MIDDLE OF A CRIMINAL CONSPIRACY BUT EVERY OTHER PUT UPON AFFLUENT PARENT WHO FEEL THE COLLEGE ADMISSIONS SYSTEM IS OUT OF CONTROL. I THINK WHEN A LOT OF PARENTS ARE FACED WITH THIS SYSTEM THAT GIVES THEM CERTAIN ADVANTAGES THEY THINK IT’S RIG, WE MIGHT RIG IT MORE AND THE PARENTS WENT OVER AN EXTRA LINE.>>YOU TELL STORIES PERSONAL STORIES IN THE BOOK. AND IT BEGINS WITH A YOUNG WOMAN FROM THE BRONX NAMED SHANNON.>>SHANNON TORRES. WHEN I MET HER SHE FINISHED HER JUNIOR YEAR AND FOLLOWED HER THROUGH THE SENIOR YEAR OF HIGH SCHOOL AND I WAS WITH HER ON THE DAY SHE WAS GETTING HER ACCEPTANCES OR REJECTIONS. FROM IVY LEAGUE COLLEGES AND SHE WAS TOP OF HER CLASS. WITH HER THAT AFTERNOON ON THIS PARK BENCH IN HARLEM SHE WAS OVERWHELMED BY THE STRESS OF WHETHER OR NOT SHE WOULD GET IN. AND THAT CONVERSATION WHICH IS WHAT I START OFF THE BOOK WITH, TO ME JUST EXPOSED HOW MUCH PRESSURE WE PUT ON YOUNG PEOPLE AND THEY PUT ON THEMSELVES AND THE SYSTEM PUTS ON THEM TO GET IN TO THE TOP INSTITUTIONS.>>SHANNON HAS THAT PRESSURE. SOME BETTER OFF STUDENTS HAVE THAT SAME PRESSURE AND YOU PROFILE A $400 AN HOUR SAT TUTOR WHOSE JOB IS AS MUCH THERAPIST AS TUTORING.>>THAT IS A GOOD WAY TO PUT IT. THIS IS IN THE SUBURBS OF WASHINGTON D.C. AT THE SAME TIME THAT I WAS SPENDING TIME WITH SHALL BE NON-I WAS SPENDING TIME WITH NED THERE WERE THE SAME LEVEL OF ANXIETY BUT THE LEVEL OF ADVANTAGE WAS DIFFERENT. AND PART OF WHAT MADE KNEE FEEL LIKE COLLEGE ADMISSIONS IN GENERAL AND ESPECIALLY THE SORT OF STANDARDIZED TESTS THE SAT AND THE ACT THAT NED WAS PREPARING STUDENTS FOR ARE NOT A FAIR MEASURE OF WHO SHOULD GET IN WHERE. NED WAS ABLE TO INCREASE STUDENTS’ SCORES BY HUNDREDS OF POINTS ON THE SAT. AND THAT WAS JUST MONEY BUYING ADVANTAGE. SO TO CALL THIS A FAIR SYSTEM, IT DID NOT SEEM RIGHT.>>ALONG THOSE LINES YOU CAN WRITE QUOTE HIGH SCHOOL GRADES CONSIDERED ALONE FOR A FAIRLY LEVEL PLAYING FIELD BUT SAT SCORES TILTED THAT PLAYING FIELD IN FAVOR OF THE RICH. HOW IS THAT?>>THERE’S DATA AT THE COLLEGE BOARD OVERSEES THE SAT AND SHOWS THERE IS AND HAS BEEN FOR A LONGTIME THIS GAP IN SAT SCORES AND ACT SCORES BY A FAMILY INCOME. THERE IS A CORRELATION THE MORE MONEY YOUR FAMILY MAKES THE HIGHER YOUR SCORES. THERE’S LESS OF A CORRELATION WITH GPA WITH HIGH SCHOOL GRADES. SO IN ANY HIGH SCHOOL THERE ARE GREAT STUDENTS EARNING GREAT GRADES. AND WHEN THOSE STUDENTS ARE ADMITTED TO THE INSTITUTIONS THAT THEY DESERVE TO GO TO THEY MAY STRUGGLE AT FIRST IF THEIR HIGH SCHOOLS DID NOT HAVE THE SAME RESOURCES. BUT IN INSTITUTION AFTER INSTITUTION I WATCHED AS THE STUDENTS SUCCEEDED AND THAT TO ME IS WHY USING HIGH SCHOOL GRADES GIVING THEM MORE WEIGHT MAKES SENSE TO ME.>>THE COLLEGE BOARD ADMINISTERS THE SATES. TOUTED LOTS OF CHANGES. THE ADVERSITY SCORE TO IMPROVE EQUITY. BUT YOU DON’T BUY INTO WHAT THE COLLEGE BOARD IS SELLING?>>I REPORTED THIS BOOK FOR SIX YEARS AND THAT HAPPENED TO BE DURING THE PERIOD THAT THE COLLEGE BOARD WAS TRYING TO EITHER REMAKE THEIR OWN RELATIONSHIP WITH EQUITY IN HIGHER EDUCATION OR REMAKE HOW WE, THE PUBLIC, THINK ABOUT THEIR RELATIONSHIP TO EQUITY IN HIGHER EDUCATION. SO THEY KEPT INTRODUCING ONE NEW PROGRAM AFTER ANOTHER THAT WAS SUPPOSED TO LEVEL THE PLAYING FIELD. SINCE I HAD SO MUCH TIME TO REPORT ON THEM I WAS ABLE TO WATCH AS THESE PROGRAMS WOULD SOMETIMES START OFF WITH A LOT OF HYPE AND TURNOUT TO NOT HAVE A HUGE EFFECT. AND SO TO MY MIND, THE SAT IS THE CORRELATION IS CLEAR BETWEEN SAT SCORES AND FAMILY INCOME. THE COLLEGE BOARD WANTS, I THINK, TO EITHER PERSUADE US THAT THAT IS NOT TRUE OR TO PUSH IT IN A DIFFERENT WAY.>>THE COLLEGE BOARD DISPUTED YOUR CLAIMS SAY GRADES TAKEN WITH THE SAT SCORES ARE AN INDICATOR OF WHETHER OR NOT A STUDENT WILL SUCCEED IN SCHOOL AMONG OTHER MEASURES THEY DID SHARE RESEARCH THOUGH IT TOOK YEARS FOR THEM TO DISSEMINATE THAT RESEARCH.>>THE ONE THING EVERYONE AGREES ON IS SAT SCORES AND GRADES TEND TO CORRELATE THAT GRADES ARE A BETTER MEASURE TAKEN ALONE AND IF YOU ADD SAT SCORES THEY GIVE YOU A SLIGHTLY BETTER EDUCATION IF A STUDENT IS GOING TO SUCCEED. BUT A LOT OF ADMISSIONS DIRECTORS I TALKED TO INCLUDING THE DIRECTOR AT DePAUL UNIVERSITY SAID FOR THAT CERTAINTY WHO IS GOING TO SUCCEED YOU GET A LOT OF INEQUALITY. TO HIM, WHEN HE HELPED TAKE DePAUL TEST OPTIONAL, AND TO HIM HE WAS NOT SAYING THE SAT DOESN’T GIVE YOU ADDITIONAL CERTAINTY HE WAS SAYING THE TRADE OFF IS NOT WORTH IT IN TERMS OF HOW MUCH THE TEST DISCRIMINATES AGAINST LOW INCOME STUDENTS.>>AND CRITICAL OF THE WEIGHT GIVEN THE U.S. NEWS WORLD AND REPORT BEST COLLEGES RANKINGS. HOW SHOULD PARENTS AND STUDENTS VIEW THIS LIST?>>I MEAN, I THINK THIS LIST LOOKS LIKE IT’S SCIENTIFIC. BUT EVERY YEAR IT’S JUST MAGAZINE EDITORS DECIDING WHAT THEY ARE GOING TO GIVE WEIGHT TO AND IT CHANGES SOMEWHAT EVERY YEAR AND THE CHANGES THEY HAVE INTRODUCED HAVE BEEN IN THE RIGHT DIRECTION. BUT THEY STILL TEND TO CORRELATE WITH MONEY. SO THE INSTITUTIONS THAT ARE AT THE TOP OF THE LIST ARE ALWAYS THE INSTITUTIONS THAT HAVE THE WEALTHIEST STUDENTS AND THE HIGHEST SAT SCORES. AND YOU KNOW, THOSE INSTITUTIONS DO HAVE A LOT OF ADVANTAGE BUT THEY DON’T TELL US WHAT INSTITUTIONS ARE IMPROVING LIVES THE MOST FOR INDIVIDUAL STUDENTS OR FOR THE COUNTRY AS A WHOLE.>>YOU WRITE ABOUT HOW SOME SCHOOLS WILL ACTUALLY CONSIDER IN THEIR ADMISSIONS THE IMPACT THAT A STUDENT’S ADMISSION WOULD HAVE ON THAT WEIGHT IF A STUDENT HAS A LOWER SAT SCORE. HOW MUCH WEIGHT SHOULD SCHOOLS AND UNIVERSITIES AND ADMISSIONS OFFICES BE GIVING THE LIST?>>IT WOULD BE GREAT IF THEY COULD GIVE IT LESS BUT THE REALITY IS THAT PARENTS WHATEVER WE TELL THEM PARENTS TAKE THIS SERIOUSLY. AND HIGH SCHOOL SENIORS DO AS WELL. PEOPLE IN THE ADMISSIONS OFFICE ARE TRAPPED EVEN WHEN THEY WANT TO GET FAIRER IN TERMS OF WHO THEY ADMIT AND BROADER HAVE A MORE DIVERSE CLASS. THE PRESSURE OF STAYING HIGHLY RANKED ON THE U.S. NEWS LIST MEANS THEY HAVE TO KEEP ADMITTING THE SORT OF STUDENTS THEY HAVE ADMITTED BEFORE WHICH OFTEN MEANS HIGH INCOME STUDENTS WITH HIGH SAT SCORES WHETHER THEY GOT THAT THROUGH THEIR OWN WORK IN SCHOOL OR TEST PREP TUTOR.>>YOU WRITE ABOUT A SECRET SIDE OF THE COLLEGE ADMISSIONS PROCESS. FINANCIAL AID ON MYIZATION CONSULTANTS ANALYSTS WHAT ARE THEY DOING?>>LIKE MATH HPD’S SITTING IN A ROOM WITH COMPUTERS AND WHAT THEY ARE FIGURING OUT IS HOW MUCH FINANCIAL AID IT WILL TAKE TO GET ANY ONE STUDENT TO SHOW UP AT ANY ONE UNIVERSITY. THIS IS SOMETHING THAT I DID NOT REALIZE BEFORE. THE JOB OF BEING AN ADMISSIONS OFFICER IS DIFFICULT AND COMPLICATED. YOU HAVE TO FIGURE OUT EXACTLY WHICH STUDENTS TO OFFER ADMISSIONS TO. AND THEN YOU’VE GOT TO FIGURE OUT WHETHER THEY WILL ACCEPT YOUR OFFER. TUITION DISCOUNTING IS A BIG THING. EVERYONE PAYS A DIFFERENT AMOUNT. AND SO THE FINANCIAL AID OPTIMIZATION ANALYSTS ARE THE ONES WHO SAY THIS STUDENT WILL SHOW UP IF YOU OFFER THEM $10,000 OFF BUT NOT IF YOU OFFER $9,000 OFF.>>IT SHOULD BE QUANTITATIVE ANALYSTS. THEY GIVE MORE CONSTITUTIONAL AID TO WEALTHY FAMILIES THAN THE LOW INCOME. HOW DOES THAT HAPPEN?>>WELL, ON THE WHOLE, THE U.S. COLLEGES THEY GIVE MORE AID TO STUDENTS WHO HAVE FAMILY INCOMES OVER $100,000 THAN UNDER $20,000 PARTLY BECAUSE THE INSTITUTIONS GIVING OUT THE MOST MONEY THE ONES WITH THE LARGEST ENDOWMENTS ARE ADMITTING STUDENTS WITH FAMILY MONEY. THE ECONOMIST FROM HARVARD DID AN AMAZING STUDY CALLED THE MOBILITY REPORT CARDS WHICH HE FOUND THAT AT THE MOST SELECTIVE INSTITUTIONS IVY LEAGUE INSTITUTIONS, STUDENTS FROM THE TOP INCOME THE RICHEST KIDS IN THE COUNTRY MAKEUP TWO-THIRDS AND THREE QUARTERS OF EACH UNDERGRADUATE STUDENT BODY AND STUDENTS FROM THE BOTTOM, THEY MAKEUP 2-4%. THERE’S SO MANY WEALTHY STUDENTS THEY ARE GETTING THIS FINANCIAL AID AND THE TUITION DISCOUNTS TO SHOW UP THAT IS WHAT SKEWS THE OVERALL NUMBERS SO MUCH.>>THERE IS A PUBLIC PERCEPTION THE SELECTIVE SCHOOLS ARE BECOMING ECONOMICALLY AND ETHNICALLY DIVERSE BUT IN THE RESEARCH THAT IS NOT QUITE THE CASE. WHAT NEEDS TO CHANGE?>>WELL, I THINK THERE ARE A COUPLE OF THINGS. FOR THE MOST SELECTIVE INSTITUTIONS THAT HAVE LOTS OF MONEY TO SPEND IT IS A QUESTION OF ADMISSIONS. THEY CAN DECIDE WHO THEY ARE GOING TO ADMIT. THERE ARE A LOT OF AMAZING LOW INCOME STUDENT AS PLYING. THEY NEED TO ADMIT THEM. AND BROADLY, THE PROBLEM IS NOT WITH THE PRIVATE INSTITUTIONS IT IS WITH THE PUBLIC INSTITUTIONS. OVER THE PAST DECADES WE AS A NATION HAVE BEEN PULLING BACK FUNDING FROM OUR PUBLIC INSTITUTIONS OF HIGHER EDUCATION AND THOSE ARE THE INSTITUTIONS THAT HAVE ALWAYS BEEN THE GREAT ENGINE OF SOCIAL MOBILITY IN THIS COUNTRY UNTIL WE CHANGE THAT WE ARE NOT GOING TO HAVE A LEVEL PLAYING FIELD.>>PAUL TOUGH THANK YOU FOR JOINING US.>>THANK YOU VERY MUCH.>>AGAIN, THE BOOK IS CALLED “THE YEARS THAT MATTER MOST: HOW COLLEGE MAKES OR BREAKS US”. YOU CAN REAN EXCERPT ON OUR WEBSITE OR FIND DETAILS ABOUT PAUL TOUGH’S EVENTS IN CHICAGO TOMORROW AND WEDNESDAY NIGHT AND OCTOBER 21. AND WE’RE BACK WITH MORE RIGHT AFTER THIS. [♪♪♪]>>IT IS A JOB AS OLD AS TIME. BUT ONE CHICAGOAN IS BEE KEEPING IN HER OWN UNIQUE WAY. WE BROUGHT YOU THIS STORY. HERE IS JAY SHEFSKY WITH MORE LOOK.>>IT IS A PASSION THAT IS NOT FOR THE FAINT OF HEART. BUT FOR GRAPHIC DESIGNER TURNED BEEKEEPER, JANA KINSMAN IT IS A LABOR OF LOVE.>>THIS IS PROBABLY 60 POUNDS OF HONEY.>>60 POUNDS?>>YES.>>KINSMAN WAS BITTEN BY THE BEEKEEPING BUG AFTER TAKING A CLASS AT THE CHICAGO HONEY CO-OP IN 2011. SHE DID AN APREN SHIP WITH A BEEKEEPER AND KNEW SHE WANTED TO BRING HER SKILLS BACK TO CHICAGO. TODAY, KINSMAN IS HARVESTING HONEY AT THE EXPERIMENTAL STATION WHICH HOSTS THE 61ST STREET FARMERS MARKET. KINSMAN ENLISTED THE HELP OF MADELEINE. SHE IS ONE OF THE STAFFERS AT THE EXPERIMENTAL STATION AND THIS IS HER FIRST TIME HARVESTING HONEY. EACH BOX HOUSES NINE FRAMES THAT THE BEES USE AS THEIR HOME BASE. THEY CAN FLY UP TO FIVE MILES IN THEIR HUNT FOR FLOWER NECTAR.>>HONEY IS CONCENTRATED FLOWER NECTAR. SO THIS HIVE HAS BEEN GROWING AND SEARCHING FOR FLOWER NECTAR SINCE WE START TO DO HERE IN APRIL STARTED IT HERE IN APRIL.>>KINSMAN HAS 40 HIVES AROUND THE CITY AS FAR SOUTH AS CHATHAM AND NORTH AS PILSEN.>>YOU GO ON THE FAR SIDE.>>WHAT MAKES THIS SO REMARKABLE IS THAT THE MAJORITY OF HER WORK IS DONE BY BICYCLE.>>THERE IS A BEEHIVE HERE AND WE HARVESTED 120 POUNDS OF HONEY.>>BUT WHY BY BIKE? THE IDEA WAS HATCHED DURING HER APPRENTICESHIP IN OREGON.>>I MADE A JOKE LIKE I WILL DO THIS WHEN I GO BACK TO CHICAGO BUT I WILL DO IT ON MY BICYCLE SINCE I DO NOT OWN A CAR. AT THAT TIME I WANTED TO PROVE THAT YOU COULD DO ANYTHING BY BICYCLE.>>KINSMAN WILL BIKE HER 120-POUND LOAD FROM THE EXPERIMENTAL STATION ON 61ST AND BLACKSTONE ABOUT FIVE-AND-A-HALF MILES TO HER WORKSHOP IN CHICAGO’S BACK OF THE YARDS NEIGHBORHOOD. THE PLANT IS A FORMER MEAT PROCESSING FACILITY LOCATED IN THE VICINITY OF THE OLD UNION STOCKYARDS. IT’S BEEN TURNED INTO THIS 93,000 SQUARE-FOOT SPACE FOR SMALL FOOD BUSINESSES. A SUCCESSFUL KICKSTARTER CAMPAIGN HELPED KINSMAN LAUNCH BIKE-A-BEE IN 2012 AND ASKED GARDENS TO HOST HER HIVES AND ALL SAID YEAR INCLUDING ON THE ROOF OF THE PLANT. BUT THERE WAS A STEEP LEARNING CURVE.>>IT WAS A DROUGHT YEAR AND THE HIVES DID NOT MAKE ENOUGH HONEY FOR THEM TO SURVIVE THE WINTER. IT WAS DIFFICULT AND THE NEXT SPRING I HAD TO RAISE MORE MONEY TO KEEP THE PROJECT GOING.>>IN ADDITION TO A FEW BUSINESS ROOFS KINSMAN HAS HIVES IN PUBLIC COMMUNITY GARDENS AND URBAN FARMS. SHE BIKES TO ALL 40 HIVES EVERY SEVEN TO 10 DAYS TO MAKE SURE THE QUEENS ARE HEALTHY AND THE HIVES HAVE NOT BEEN VANDALIZED AND CHECK WHETHER IT’S TIME TO HARVEST THE HONEY. BACK IN HER WORKSHOP, KINSMAN SCRAPES OFF THE WAX CAP THAT IS HOLDING THE HONEY IN PLACE AND SAVE IT IS FOR CANDLES AND PRODUCTS SHE IS DEVELOPING. AFTER THAT, THE HONEY SOAKED FRAME IS PUT INTO A CENTRIFUGE AND SPUN IN BOTH DIRECTIONS TO EXTRACT EVERY DROP. THE GOLDEN LIQUID IS POURED THROUGH A FINE STRAINER TO GET OUT ANY DEBRIS.>>I LOVE TO SIT DOWN AND TASTE ALL OF THEM BACK-TO-BACK AND SEE HOW THEY COMPARE.>>KINSMAN ESTIMATES THAT SHE WILL HARVEST BETWEEN 50-60 GALLONS OF HONEY THIS SUMMER. DESPITE THE SWEET BENEFITS, BEE KEEP SOMETHING SERIOUS BUSINESS AND IS NOT FOR EVERYONE. BUT IF YOU WANT TO HELP BEES FLOURISH KINSMAN HAS A SUGGESTION…>>IF YOU WANT TO HELP BEES THINK MORE ABOUT HOW YOU CAN BENEFIT ALL INSENTS WITH YOUR BACK — INSECTS, IN YOUR BACKYARD. PLANTING NATIVE FLOWERS. NOT SPRAYING YOUR LAWNS. LETTING THE DANDELIONS GROW THAT BENEFITS ALL INSECTS.>>KINSMAN HAS BEEN STUNG BUT SEES IT AS A MINOR HAZARD OF A JOB LIKE BIKING IN CHICAGO TRAFFIC.>>I LOVE BEEKEEPING AND THE ANIMAL HUSBANDRY OF IT BUT MY GOAL IS TO HAVE THAT SIDE UPLIFT THE EDUCATION EFFORT THROUGH COMMUNITY GARDENS TO GET MORE OF CHICAGOANS ENGAGED IN NATURE AND IN BEES.>>FOR “CHICAGO TONIGHT” I’M JAY SHEFSKY.>>AND BY THE WAY, NO BEES, CAMERA OPERATORS PRODUCER OR HELPERS WERE HARMED IN THE FILMING OF THIS PIECE. IF YOU INTERESTED IN THE HONEY YOU CAN FIND IT AT THE 61ST STREET FARMERS MARKET AND ON-LINE AND INFORMATION AND MORE FROM OUR CONVERSATION ON OUR WEBSITE.>>AND BEFORE WE GO TONIGHT VIEWER FEEDBACK. A PROPOSED CONGESTION TAX FOR VEHICLES DRIVING DOWNTOWN IS BEING FLOATED TO REDUCE GRIDLOCK AND RAISE REVENUE FOR THE CITY. SOME OF YOU WANT POLITICIANS TO PUMP THE BRAKES AND OTHERS APPROVE. FOR THE FIRST TIME IN 30 YEARS VINYL RECORDS ARE BEING MADE IN CHICAGO. HERE IS WHAT SOME OF YOU HAD TO SAY… AS ALWAYS WE APPRECIATE HEARING FROM YOU. JOIN THE DISCUSSION ON Facebook OR TWITTER OR POST YOUR COMMENTS ON OUR WEBSITE.>>AND THAT IS OUR SHOW FOR THIS MONDAY NIGHT. PLEASE JOIN US TOMORROW NIGHT LIVE AT 7:00 P.M.
